You can install a free version of ESXi first, and then deploy the virtual appliance. The virtual appliance helps meet a lot of data integrity and audit trail requirements for compliance reasons.

There is no means to install the LEM on bare metal, it only has the drivers for HyperV and VMWare included, so it probably wouldn't work on a server without that layer anyway.
