That is pretty much the conclusion I have come to as well that using FIM and Rules won't be able to accomplish this.
Unfortunately the machines are medical devices and pretty much everything except the server name/address is hard coded into the device and not able to be changed at all. So adding a switch to the transfers is impossible.
