Are you talking about 2950 and 2900 switches? Those have been end of life for a while, so I'm struggling to find any documentation.
Are these CatOS or IOS devices? If IOS, can you do a sho run | inc logging and paste it here?
The directions you refer to, you mean these for Cisco, right? http://knowledgebase.solarwinds.com/kb/questions/2866/Configuring+Cisco+IOS+Routers+and+Switches+to+Syslog+to+Your+LEM+Appliance
I'm not familiar with the ROS, but based on this document:
http://www.ruggedcom.com/pdfs/rswitch_soft_userguide/ros_user_guide_rsg2100_m2100.pdf (p 36)
It shouldn't be too difficult to set the LEM as a remote syslog server. The LEM will want syslog on port 514 (the default) as seen here:
http://knowledgebase.solarwinds.com/kb/questions/3275/SolarWinds+LEM+Port+and+Firewall+Information
At which point you'll have to make sure you have a connector built on the LEM (Manage --> Appliances, click the gear next to the LEM and select Connectors) for Rugged Switches, pointed at the local facility you configured on the switch.
