What version of LEM and LEM Agent do you have installed?
Can you please check the following?
One, if you open the registry on the Agent machine, do you see values in:
HKLM\System\CurrentControlSet\Services\SWFsFltr ?
Two, if you open a command prompt and enter "fltmc" do you see a SWFsFltr installed and running?
If everything looks like it's there and running, please try the following:
1) Stop the LEM Agent on the machine you're trying to navigate on
2) Navigate to C:\Windows\SysWOW64\ContegoSPOP
3) Remove the "Configuration" directory
4) Restart the LEM agent
Does the Manager Console allow you to browse now?
